Bagon does look a bit like a dragon. Its evos could be good canidates for Dragons too.

Yeah his evolution Salamence is definitely a Dragon,not so much Shelgon though. But compared to Charizard and Gyarados who do look like dragons Bagon just seems like a baby dinosaur if he had small wings and a tail then he'd look a lot more dragon-like.
